Chinese premier heads to Latin America with brief to invest in infrastructure

Unlike Venezuela and Argentina, which had been loaned billions of dollars by China and remained frozen out of international markets, Peru, Colombia, and Chile - as members of the Pacific Alliance - were star performers in a difficult economic context, said Cynthia Arnson, director of the Latin American Programme at the Woodrow Wilson International Centre for Scholars.

"They face persistent infrastructure challenges and are eager to attract investment to that area," she said. "The challenge for these countries is to attract Chinese investment and financing in support of national development priorities."
