On January 30, 2005, the people of Iraq cast their ballots in an election that was also a collective act of courage. What they wrought and what Iraq's future will be are the great questions. And those questions turn on the tolerance Kurds, Sunnis, and Shiites can gain for each other and the enfranchising of Iraq's women. Haleh Esfandiari and Larry Diamond consider these issues.
