When the office of Security and Cooperation in Europe decided to promote human rights and protect press freedom, Freimut Duve of Germany was chosen to head the effort. Using skills perfected during 18 years in the German parliament, Duve aggressively pursued causes of censorship and human rights violations. His reflections on those experiences blend with his current concern about possible erosion of democratic standards in the campaign against terrorism.
