Vincent-Joël Proulx, the 2009 Wilson Center Canada Institute Quebec Scholar, recently released his book, Transnational Terrorism and State Accountability: A New Theory of Prevention. In it, he details the shortcomings of the extant scheme of state responsibility regarding terrorist activities, and identifies a paradigm shift towards more indirect modes of accountability. Ultimately, the legal and policy sensibilities that he emphasizes converge into a new theory of prevention in counterterrorism contexts.

In 2012, the Canada Institute produced 24 meetings on energy and environment, trade, and border and border security. The Institute also hosted Prime Minister Stephen Harper for the most widely-attended event at the Wilson Center in 2012. In addition, the Institute produced two notable publications on deepwater offshore drilling and on the future of the U.S.-Canada border.
