In addition to the difficult negotiations surrounding the governance of the eurozone, the December 9, 2011 EU Council meeting also considered the question of EU enlargement. At the meeting, the Council decided to delay granting candidate status to Serbia and Montenegro so that each country could have more time to address some of the pre-accession conditions.
