The Canada School of Public Service has released a new guide, Advancing Canadian Interests in the United States: A Practical Guide for Canadian Public Officials,which is geared both toward experienced practitioners of Canada-U.S. relations as well as those new to the issue.

Canada Institute Releases the Second in its Occasional Paper Series

Former Quebec Scholar Vincent-Joël Proulx releases Transnational Terrorism and State Accountability: A New Theory of Prevention

Vincent-Joël Proulx, the 2009 Wilson Center Canada Institute Quebec Scholar, recently released his book, Transnational Terrorism and State Accountability: A New Theory of Prevention. In it, he details the shortcomings of the extant scheme of state responsibility regarding terrorist activities, and identifies a paradigm shift towards more indirect modes of accountability. Ultimately, the legal and policy sensibilities that he emphasizes converge into a new theory of prevention in counterterrorism contexts.
