After reviewing hydrcarbon markets as well as the challenges to Arctic exploration and product expansion, this report examines the best practices that can be derived from the experiences of other countries such as Russia and Norway. The report concludes that it is in the best interest of all Arctic states to find forums to share experience and technology to promote more cost-effective, efficient, and safe approaches to resource development in the region.
