264. Slovak Voters Move Closer to West
Jul 07, 2011October 2002- In parliamentary elections held on September 20-21, 2002, Slovak voters showed a clear preference for pro-Western and reform-oriented parties, while turning away from populists aimed at protecting "national" interests and potentially returning the country to international isolation. The elections produced the most homogenous government in Slovakia's short history, and the country's future – at least for the next four years – now appears rather predictable, even boring. Following an awkward introduction to the world, the elections signify that Slovakia may finally be growing up. more
60. Governed by Accession? Hard and Soft Pillars of Europeanization in Central and Eastern Europe
Jul 07, 2011With the collapse of state socialism in 1989, the formerly communist countries of Central and Eastern Europe (hereafter CEE) had no choice but to shake off their deeply ingrained Cold War mentality and try to take their place in a world characterized by globalization and increased regional integration. Their “return to Europe,” or integration into the structures of the European Community/European Union (EC/EU), passed an important milestone in 1993, when the EU made the historic decision to enlarge eastwards and accept new members from the formerly communist countries. Accession negotiations opened in spring 1998 for "fast-track" countries (Poland, Hungary, the Czech Republic, Slovenia, and Estonia), and in February 2000 for "slow-track" countries (Bulgaria, Slovakia, Romania, Latvia, and Lithuania). This paper focuses on the CEE countries’ “accession perspective”—their motives, expectations, deliberations, and practical difficulties as they strive to become part of the EU’s anticipated eastward enlargement. more

209. An Analysis of the Yugoslav Elections and Its Implications
Jul 07, 2011October 2000 - In their discussion, Robert Hayden and Eric Gordy identified the main reasons for the opposition's electoral victory in the September 24 presidential elections and elaborated on potential challenges facing the new regime once in power.
Several factors contributed to the opposition party's victory. Hayden and Gordy cited the: the decreasing amount of support for Vuk Draskovic's Serbian Renewal Movement (SPO) party as well as a crisis of orientation within the party; the ongoing repression and open violence which exposed a sign of desperation within the Socialist Party of Serbia (SPS); the influence of the student resistance movement OTPOR; and, the uncertainty of support for Milosevic by the military and the police. In addition, several potential divisions and defections within Milosevic's coalition further threaten to weaken the ruling regime's hold on power. more

Jul 07, 2011Du lundi 25 au vendredi 29 juin 2007 s’est tenu un Atelier « Leadership Cohésif » rassemblant la quasi-totalité des officiers congolais actuellement les plus influents dans le périmètre de la 8ème Région militaire de RDC au Nord-Kivu. Les quelque 50 officiers, souvent opposés jusque-là sur le champ de bataille ou séparés par des années de méfiance mutuelle, se sont retrouvés pour cinq jours de proximité, de face-à-face et de simulation de crises et de décisions collectives à prendre dans l’intérêt d’une nation et de ses habitants. more
