the transformation of property rights systems through a detailed comparative study of the choices and strategies of economic elites in privatizing large-scale productive property; argues that privatization, like other major structural reforms, was designed and implemented in a particular fashion not only to distribute gains and losses to supporters and opponents, but also to advance a particular vision of the type of political and economic system for the new state
