the food supply crisis during the Russian Civil War, 1917-1921. Examination of the attempts by food supply officials in Moscow to improve the city’s food supply. Survival strategies developed by individuals and non-governmental organizations in the city to guarantee their own supply of food, in view of the government’s inability to do so on a regular basis. Alexander Shlikhter as a roving troubleshooter for the Soviet government, given wide-ranging powers to speed up the deliver of food to the capitals, first from Siberia and eventually from Ukraine.
