Tracks the genesis of American policy on the Caspian sea -- most notible, the policy shift from a Russia-first focus to a proactive stance on the Caspian sea. Centers of Strobe Talbott, and his role and actions at the reation, evolution and shift in Russian policy during the Clinton years. Places the impetus for the policy shift in low-ranking government officials.
