Project Summary

An investigation into the role of law enforcement and corruption in Russia, with particular attention to the fragmentation of the different regions effecting the quality and character of law with wide-reaching social reprecussions. Kruessmann’s study includes two case studies related to the 1998 presidential decree for a federation-wide experiment on municipal policy. Krasnoyarsk opted into the study, while Irkutsk opted out. Kruessmann concludes that the reforms leave a lot of room for corruption at the mayoral level, whose interests often prevent real transformation from taking place.
