In this interview, Latin American Program Global Fellow Juan Carlos Garzón discusses changing patterns of drug trafficking in Latin America, including in Argentina. He emphasizes the growing lack of distiction between producer, transit, and consumer countries, noting that all three activities are increasingly taking place across the region.  For example, he notes that in many cases precursor chemicals for the production of cocaine are difficult to find in coca-growing regions, so drug trafficking organizations increasingly traffic an unfinished product to other jurisdictions where the chemicals needed to complete the process are more readily available.
