Overview

Prior to the formal swearing-in of the new Members at 12:00 noon, Congress Project Director Don Wolfensberger will open the event with a talk specially prepared for this occasion, "Adopting House Rules in a New Congress: From Democratic Deliberation to Partisan Monopoly."

Former Congressman Jack Quinn (R-NY), President of Cassidy & Associates, will then discuss his opening day experiences spanning the 103rd-108th Congresses (1993-2004).

Beginning at noon, the volume will be turned up on C-SPAN coverage of the opening day ceremonies including the election and acceptance speech of Speaker Nancy Pelosi (D-Calif.), the swearing-in of Members, and the adoption of House Rules for the new Congress.
