Luis F. Fernández

Luis F. Fernández is the founder and Executive Director of Práctica: Laboratorio para la Democracia, an organization focused on broadening the participation of historically excluded groups. He also serves as Technical Secretary of the National Agreement for Electoral Integrity (ANIE), from where he coordinates the participation of electoral institutions and civil society organizations from all over the country to observe the 2023-2024 electoral process.

For more than 16 years, he has focused on understanding and improving the citizen-government relationship: from academia on issues of citizen participation and governance, from government on the design and implementation of participatory public policies, from a political party to coordinate and promote agendas with civil society organizations, collectives, movements, and organized groups; and from civil society on issues of community organization and articulation for advocacy.

He holds a B.A. degree in political science and international relations and a master’s degree in administration and public policy at CIDE.
