Grounding Presidents in Latin America
Latin America has a history of presidential scandals, sometimes resulting in drawn-out extradition sagas. In Peru, following a string of presidential corruption cases, the legislature approved a law preventing former presidents from leaving the country without congressional authorization for at least a year, providing an opportunity for investigators to examine their conduct in office. Several countries in the region have adopted similar travel restrictions, yet most impose minimal or no limits on foreign travel for former leaders.
