Aiding Without Abetting
More than two years after President Obama signed the Kerry-Lugar-Berman (KLB) Act into law, the U.S. civilian assistance program to Pakistan is under fire in both countries. Many are prepared to deem it a failure. What can be done to salvage KLB?
