Hearing of the European High Representative for Foreign Affairs and Security Policy
On September 10, The President-elect of the European Commission Jean-Claude Juncker presented his new team of 28 Commissioners. They will now all be scrutinised by the European Parliament, through hearings in competent committees taking place from 29 September to 7 October, before the full house will vote on the new college on October 22.
One of the most high-profile hearings will surround the designated High Representative of the Union for Foreign Affairs and Security Policy, who also will serve as Vice-President of the Commission, Federica Mogherini. The role of HR/VP was created under the Lisbon Treaty, and Ms. Mogherini will be only the second person to hold the position. Ms. Mogherini is currently the Foreign Minister of Italy and was previously a member of the Italian Parliament – where she sat on the foreign affairs and defence committees. As the EU’s foreign affairs chief, Ms. Mogherini would face ongoing challenges in Ukraine and the Middle East, as well as continuing the mandate to make the EU a stronger player on the global stage speaking with “one voice.”
After an introduction and brief remarks by the panelists, there will be a livestream of the first hour of the hearing, following by concluding remarks by the panelists. Lunch will be available. This event is organized in collaboration with the European Parliament Liaision Office.

Global Europe Program
The Global Europe Program is focused on Europe’s capabilities, and how it engages on critical global issues. We investigate European approaches to critical global issues. We examine Europe’s relations with Russia and Eurasia, China and the Indo-Pacific, the Middle East and Africa. Our initiatives include “Ukraine in Europe”—an examination of what it will take to make Ukraine’s European future a reality. But we also examine the role of NATO, the European Union and the OSCE, Europe’s energy security, transatlantic trade disputes, and challenges to democracy. The Global Europe Program’s staff, scholars-in-residence, and Global Fellows participate in seminars, policy study groups, and international conferences to provide analytical recommendations to policy makers and the media.
