    Full Biography

    Cary Whaley is co-founder of Let Us Reunite, a volunteer-led campaign asking the United States Government for travel exemptions to allow for families to reunify via the land border between the United States and Canada. Joining Let Us Reunite! on its first day, Whaley forges relationships and articulates its policy positions through Congressional relationships and written policy positions.  Cary lives in Silver Spring, MD, while his partner of over 14 years lives in Rockland, Ontario with their two dogs.

    When not working for Let Us Reunite!, Whaley is an independent consultant and subject matter expert in banking and payments, advocating for financial technology that is safe, efficient, and equitable for all types of consumers, businesses, and financial institutions. He is a passionate advocate for the development of public and private sector payments infrastructure to ensure real-time funds transfer.

    Prior to his present consulting role, Whaley worked 16 years as first vice president of payments and technology policy for the Independent Community Bankers of America® (ICBA). He represented the interests of nearly 6,000 community banks of all sizes and charter types through effective advocacy to legislative and regulatory policymakers. Before joining ICBA in 2004, Whaley directed the Council for Electronic Billing and Payment at NACHA and has managed payment operations at The Fauquier Bank, in Warrenton, Virginia.

    Whaley is a frequent industry speaker on banking and payments. He received a BA in history from Covenant College.
