Full Biography

Jorge A. Chávez-Presa is a distinguished economist and expert in public administration and finance, currently serving as the Founding Partner and Managing Director of Instituciones y Tecnología Gubernamentales (ITG Public Finance Consulting). His work has gained recognition both in Mexico and internationally.

In 2021, he completed his term at the World Bank as Executive Director and Alternate Director for IBRD, IFC, IDA, and MIGA, representing several countries, including Mexico and Spain. From 2016 to 2018, as the CFO at INFONAVIT, he introduced financial schemes benefiting low-income workers, exceeding the returns of Afores.

His extensive experience includes roles on the boards of commercial and development banks, and in the Mexican energy sector, notably as Secretary of the Board for PEMEX. In government, he has served in the legislative and executive branches, including as a legislator in the House of Representatives, where he advocated for key tax and budget reforms. In Mexico's Secretary of Finance, he held roles such as Director of Financial Planning and Director General of Budget Policy. As Deputy Secretary of Energy Policy, he contributed to major reforms in the electricity industry and the stabilization of oil prices in 1998. 

As an author, he has written “Para Recobrar la Confianza en el Gobierno,” with multiple reprints by the Fondo de Cultura Económica and published over 286 editorials in El Universal from 2002 til 2020.

His contributions have been recognized by ITAM, Eisenhower Fellowships, and IADI, including receiving the Eisenhower Fellowships in 2005. His academic work earned him the Banamex National Economy Award for his Ph.D. dissertation and the Tlacaélel Economy Award for his bachelor thesis. In 2018, Mundo Ejecutivo and Bank of America Merrill Lynch listed him among the top 25 CFOs in Mexico.
