Expert Bio
Karen Finnegan is the first Deputy Director of the Office of Government Information Services (OGIS), which is part of the National Archives and Records Administration. Ms. Finnegan has served as an Attorney, Program Manager, and leader with extensive experience in multiple Federal agencies. Over a 14-year career, she has developed an expertise in transparency and open government issues. For nearly 10 years she has served on the Board of the American Society of Access Professionals (ASAP). Ms. Finnegan graduated from The Pennsylvania State University and Temple University School of Law, and served in a federal judicial clerkship in the U.S. District Court for the Eastern District of Pennsylvania.
