Meggan Engelke-Ros is the Deputy Chief of the Enforcement Section of the National Oceanic and Atmospheric Administration (NOAA) Office of General Counsel, the office responsible for the civil administrative enforcement of more than 40 U.S. marine resource laws. In addition to supervising the prosecution of cases, Meggan provides enforcement-related legal advice to the agency on a range of domestic and international issues including draft regulations and legislation. She has also served on U.S. delegations to numerous bilateral and multilateral meetings, including the annual meetings of the Commission for the Conservation of Antarctic Manne Living Resources (CCAMLR) and the International Commission for the Conservation of Atlantic Tunas (ICCAT) and the technical consultations for the Port State Measures Agreement, the Voluntary Guidelines on Flag State Responsibility and Transhipment. Meggan has served as a legal advisor on the U.S. delegation to CCAMLR since 2007 and currently chairs the Standing Committee on Implementation and Compliance. She is a graduate of the Johns Hopkins University and the Catholic University Columbus School of Law.
