Twenty Years to Catch the Worst Serial Killer in Russian History

Project Summary

In the course of her work at the Kennan Institute, Sasha Sulim will focus on her project entitled “Twenty Years to Catch the Worst Serial Killer in Russian History.”

She will rely on her field research and interviews, including interviews with police officers and the serial killer himself, to provide the first detailed study of the murders that happened in the Siberian city of Angarsk in the 1990s and 2000s. She will compare how U.S. and Russian justice systems treat serial murder cases and will attempt to answer the question of why the Angarsk killer had remained at large for almost twenty years. The intended product of this research is going to be a book that will prove useful to the expert community and will be of interest to the general public.
