Expert Bio

Tom Cunningham is an expert on energy policy, with focus areas including sanctions, trade, geopolitics, Transatlantic relations, European energy security, LNG, offshore wind and social performance. Most recently Tom served as Community Affairs advisor at Equinor Renewables Americas. Other roles at Equinor included Stakeholder Manager for the Beacon Wind Project, a 2.4 GW offshore wind project with potential to power over two million homes in the U.S. Northeast, and senior director for international affairs in Washington, D.C. Before joining Equinor he was Deputy Director of the Global Energy Center at the Atlantic Council and served for 13 years at the US Department of State, culminating as Energy Diplomacy Team Lead for Europe. He has taught a graduate course on European energy at Georgetown University’s School of Foreign Service (SFS) and has served as a Brookings Legis Fellow in the U.S. Senate. He holds an M.A. in German and European Studies from Georgetown University SFS and a B.A. in English/Creative Writing and French from Colorado College. He is based in Washington where he lives with his wife and two super cute kids.
