Expert Bio

Yuliya Ziskina is a Senior Legal Fellow at the nonprofit Razom for Ukraine, and an attorney at Quinn Emanuel Urquhart & Sullivan. She specializes in financial enforcement, and public international law. Yuliya is the principal author of the New Lines Institute report, “Multilateral Asset Transfer: A Proposal for Ensuring Reparations to Ukraine,” one of the most circulated analyses of transferring Russian state assets to benefit Ukraine, that has informed the legal basis for legislation in the U.S. and Canada. She testified in Congress and published articles on asset seizure in Lawfare and The Hill. In addition to her work in the U.S., Yuliya co-drafted an amendment to the Canadian Special Economic Measures Act to authorize the Canadian government to seize Russian state assets. She was also an expert speaker during the World Economic Forum in Davos and at a Council of Europe hearing on Russia's aggression against Ukraine. Yuliya is originally from Kyiv and is based in Washington, D.C.
