Use of torture by Mexican government on the rise, Amnesty International says- Mexico Institute in the News

Today Amnesty International issued a report about the Mexican government under outgoing President Felipe Calderon. The human rights group said that the Mexican government has, "effectively turned a blind eye" to dramatic increases of torture and abuse by police and the military.'
