Gustavo Flores-Macías is Associate Vice Provost for International Affairs and Professor of Government and Public Policy at Cornell University. He is the author of Contemporary State Building: Elite Taxation and Public Safety in Latin America, and the editor of The Political Economy of Taxation in Latin America.
