Full Biography

Victor serves as Assistant Vice-President of Government and Regulatory Affairs at Sun Life, a major Canadian life and health insurer and asset manager. In this role, he supports Sun Life’s Canadian and global government affairs activities, including financial public policy research and advocacy as well as support for the CEO and other senior executives. Victor also works on country and political risk analysis for Sun Life’s Asia operations.

Prior to joining Sun Life in 2017, Victor worked for seven years in government relations for Scotiabank, a major Canadian bank. He had similar responsibilities at the bank, and covered a broad range of financial policy areas, including housing finance, payments, deposit insurance, retirement savings and macro-prudential regulation.

He also worked for several years as a journalist in Eastern Europe, reporting and editing for a number of media outlets, including Bridge News, two power and energy supplements of the Financial Times, Radio Free Europe and the Open Media Research Institute.

Victor holds a Bachelor of Journalism degree from Carleton University in Ottawa and a Master of Arts and PhD in Political Science from the University of Toronto.
