Latin American Program in the News: México y EU revisarán la Iniciativa Mérida
Associate Director, Eric L. Olson, weighs in on the U.S.-Mexican revision of the Mérida Initiative.
Según escribe Eric L. Olson, Investigador del Instituto México, del Woodrow Wilson International Center for Scholars, en el Atlas de la Seguridad y la Defensa de México 2012, el primero, dedicado a la lucha contra el narcotráfico así como a la seguridad fronteriza acaparó el 64% del presupuesto e “implicó equipo de muy alto costo, como 21 aeronaves para el uso de las fuerzas militares y policiales”. El segundo, destinado a la capacitación y modernización de las fuerzas de seguridad se llevó el 24% del pastel, y el tercero, orientado hacia la promoción del Estado de Derecho y reforma de las instituciones judiciales mexicanas, solo el 15%. La colaboración provocó durante el sexenio del presidente Felipe Calderón susceptibilidades nacionalistas en México, cuya opinión pública no ve con buenos ojos la libertad de acción de la que gozan los agentes antidroga gringos en su territorio, y verdaderos escándalos como el ametrallamiento por policías federales mexicanos de un vehículo de agentes de inteligencia estadounidenses en las afueras del DF en agosto del año pasado. Aparte de su polémica contribución a la aún más controvertida guerra contra el narco de Calderón, la Iniciativa Mérida obtuvo resultados, sostiene Olson, en la mejora del tejido social en” comunidades vulnerables como Monterrey, Ciudad Juárez, Tijuana” -la violencia ha descendido recientemente en las dos últimas-; el “fortalecimiento del régimen de extradición, que alcanzó cifras récord” y la capacitación de miles de funcionarios del sistema de justicia, entre ellos 7.500 policías federales.
