Earl Blumenauer is the Representative for the Third District of Oregon to the U.S. House of Representatives.

Civic participation has proven to be the key to Portland, Oregon's emergence as an environmentally progressive city. At every level, citizens have been engaged in the discussions underlying the developmental strategies that have made the city extremely livable. Central to all of this was the identification of key issues like public transportation around which policies were developed. These policies involved esthetic considerations as well as functional solutions. The local plans that emerged have been reinforced by state-land-use schemes. Congressman Earl Blumenauer explains how this was accomplished.
