How Does the Kremlin Man the War in Ukraine?

Three hundred thousand Russian military reserve members were recruited for deployment in less than a month after Vladimir Putin announced a partial military mobilization in September 2022 to bolster Russia’s forces fighting in Ukraine. Olesya Tkacheva, George F. Kennan Fellow and Assistant Professor at Brussels School of Governance-VUB, presented her analysis of this unique dataset to examine the political and economic factors that influenced the Russian mobilization selection process and to discuss what the Kremlin might do differently this year.
