Full Biography
Matthew D. Zolnowski is a Global Fellow at the Wilson Center and President of Greyfriars LLC, a deal pathfinder and supply chain consulting firm.
Until 2022, Mr. Zolnowski was a Highly Qualified Expert at the Department of Defense, serving as Special Advisor for Strategic Materials and Portfolio Manager for Defense Production Act Investments. In these roles, he developed of the critical minerals report under Executive Order 14017 and oversaw its implementation by the Department. Mr. Zolnowski also managed more than $1 billion in Defense Production Act funds, covering materials and COVID-19 healthcare projects.
Mr. Zolnowski has guest-lectured at the U.S. Army War College and National Defense University, focusing on industrial mobilization and critical minerals supply chains. He also was a guest speaker at the European Rare Earth Competency Network.
Previously, Mr. Zolnowski held management and analyst positions at Alion Science & Technology, supporting the National Defense Stockpile and U.S. Army, and J.A. Green & Company, assisting mining companies and traditional / non-traditional defense contractors.
Mr. Zolnowski is a graduate of the University of Chicago (History) and King’s College London (War Studies).
