Expert Bio

Sean Duggan is the Military Legislative Assistant (MLA) for Senator Martin Heinrich, senior member of the Senate Armed Services Committee and Ranking Member of the Strategic Forces Subcommittee. Prior to joining Senator Heinrich's office, Sean was a Congressional Liaison for the COLUMBIA Class Program Office, United States Navy, and served as the MLA for Fmr. Congresswoman Niki Tsongas (D-MA).Prior to working on Capitol Hill, Sean was an analyst at the RAND Corporation in their National Security Research Division.  He has also served as a fellow in the Office of the Under Secretary of Defense (Policy), and worked at the Center for American Progress.  At CAP, Sean worked for Senior Fellow and former Assistant Secretary of Defense, Larry Korb, and focused on the defense budget as well as defense policy and strategy. His writing has been featured in The New York Times, The Los Angeles Times, The Boston Globe, The New Republic and The Guardian. Sean received his B.A. from the University of Washington and his master’s degree from the Fletcher School at Tufts where he wrote his graduate thesis on American-led train, advise, and assist operations.
