    Full Biography

    He has a degree and doctorate in law from UNAM. He obtained a master's degree in sociology of law from the University of Paris II. He is a full-time researcher at the UNAM Legal Research Institute. Previously he was a research professor at CIDE, an institution of which he was general director between 2013 and 2021. His areas of specialty include freedom of expression, access to information, transparency and accountability; regulation and public policies; judicial power and sociology of law. His research was a pioneer in empirical studies on law, and seminal in matters of access to information and transparency. He has published more than 15 books and 100 articles and book chapters on very diverse topics. He has a long teaching career in the most recognized higher education institutions in the country. He has directed relevant research on everyday justice, justice administration and transitional justice. He has held various functions in the Federal Public Administration, among others he was part of the NAFTA negotiating team and was General Coordinator in the Federal Commission for Regulatory Improvement. He is a member of the National System of Researchers (level III) and designated secretary of the Mexican Academy of Sciences.
