Full Biography

Troy J. Bouffard, MSG (Ret.) U.S. Army, has a BA in Political Science, and MA in Arctic Policy. He is currently a PhD candidate with a focus on Russian Arctic Defense strategy and international law. He is the director of the UAF Center for Arctic Security and Resilience (CASR). As a defense contractor, he was co-PI of the DOD Arctic Defense and Security Orientation (ADSO) program with USNORTHCOM and Alaskan Command for 9 years. Through CASR, Troy co-leads the Arctic eTalks program with USNORTHCOM and regularly contributes to various U.S. and DOD Arctic products and efforts, including the 2022 National Strategy for the Arctic Region and the Implementation Plan as well as the 2022 National Security Strategy. Troy’s university program portfolio also includes development and delivery of an Arctic Security graduate concentration and certificate as well as the inaugural UAF Arctic Security edX course. Troy is a network coordinator for the North American and Arctic Defence and Security Network (NAADSN) and a non-resident Research Fellow with the Centre for Defence and Security Studies (CDSS) at the University of Manitoba and recently served as a core member for a new Arctic initiative with the Geneva Centre for Security Policy. Recent works include the U.S. chapter for the Arctic contribution to the Munich Security Conference report (2023) and the project lead for a 2-part major Arctic report for the NATO Strategic Communications Centre of Excellence, partnership efforts with Aeospace Corp, the Homeland Defense Institute, J-7 NORAD & USNORTHCOM, Michigan State senior executive leadership, several U.S. national labs, the Nansen Institute as well as USSOCOM and Norwegian Special Forces in Norway, and many others. Other activities include delegate and (current) project experience with the Arctic Council, numerous panel and conference presentations, and conduct of many inter/national Arctic events, and regular media contact.
