Expert Bio

Tsun Tzu Kristy Hsu is Director of the Taiwan ASEAN Studies Center, Chung-Hua Institution for Economic Research, Taiwan (R.O.C.). Her areas of research interests include Southeast Asian study, regional economic integration, international trade policy and economic/trade law, trade and development issues and gender issues. She studies and advises on Taiwanese government’s trade policy and external affairs. In recently year, she has focused on FTA study, U.S. trade policy and US-China strategic competition and supply chains related issues. She currently serves as Adjunct Senior Research Fellow to the Taiwan-Asia Exchange Foundation, Consultant to Taipei City Government, Expert Advisor to Overseas Community Council of Executive Yuan, Senior Advisor to the Taiwanese Chambers of Commerce in Vietnam, among others. Kristy obtained her J.D. from the School of Law, Soochow University, Taiwan, and B.A. in Department of Foreign Literature and Languages of National Taiwan University, Taiwan.

Incorporating Taiwan supply chains in the U.S. Value Chains Strategy -- Assessing the U.S. Indo Pacific Economic Framework with a Taiwan Business Perspective

Project Summary

To build manageable, resilient and self-reliant supply chains to reduce overly dependence on China is a priority for the Biden Administration. The Indo Pacific Strategy and the IPEF have been anticipated as the center pieces of the U.S. strategy. Given the role of Taiwan-based or -dominated supply chains and its enthusiasm to invest in the U.S., a timely and systemic analysis to collect and analyze interests and expectations of both the U.S. and Taiwan and compare them to find the “gap” or “loopholes” of the U.S. policies would ensure better chance of the success of the U.S. strategies. The researcher will analyze the current U.S. policies, including the IPEF, to collect by interviewing the stakeholders’ comments, interests and expectations in supporting and collaborating with the US strategy, to explore the policy “gap” with a business perspective, and to suggest how the U.S. policy makers may improve their policies to make them more politically and commercially feasible in the future.
