The One Issue Two Voices series presents a dialogue between two leading experts in their fields from Canada and the United States to discuss a policy area of importance to the two countries. Through this dialogue, the Canada Institute seeks to identify areas of convergence and divergence and lay the groundwork for future policy recommendations. In this report, Anita Anand and Steven L. Schwarcz assess the options for mitigating systemic financial risk in both Canada and the United States. The regulatory systems in the two countries provide a unique lens through which to explore systemic risk since the systems are broadly interconnected but also separated by a number of regulatory distinctions.
