Leonardo Beltran is an Adjunct Senior Research Scholar at the Center on Global Energy Policy of the University of Columbia; Non-Resident Fellow at the Institute of the Americas; Executive Fellow and member of the Advisory Committee of the Extractive Resources Governance Program of the School of Public Policy of the University of Calgary; associate member of the Mexican Council of International Affairs (COMEXI); Lecturer of and member of the editorial committee of Enerlac from the Latin American Energy Organization (OLADE); and member of the Assembly of IPS News. Mr. Beltran is currently consulting with the Government of Jamaica and the InterAmerican Development Bank (IDB).
He served in the government of Mexico as Deputy Secretary for Planning and Energy Transition (2012-2018), Director-General for Information and Energy Studies (2010-2012) and Director for International Negotiations (2005-2010). In the private sector, he was a consultant to BBVA Bancomer (2000-2003). Mr. Beltran has also been a consultant to the IDB; the Latin American Energy Organization; the Organization for Economic Cooperation and Development; the United Nations Industrial Development Organization; and the World Bank. He holds a Master in Public Administration in International Development from Harvard Kennedy School, a Bachelor of Science in Economics from Instituto Tecnologico Autonomo de Mexico (ITAM), and studied Law at Universidad Nacional Autonoma de Mexico (UNAM).
He has over 20 years of experience. He is the Advisory Group Chair of the Evaluation and Learning Initiative of the Climate Investment Funds; a member of the Board of Fundacion por México; a member of the technical advisory group of World Bank´s ESMAP; member of the World Economic Forum´s Accelerating Clean Hydrogen Initiative and of the Expert Network; and mentor of the Latin America regional program of the Global Women´s Network for the Energy Transition.
