Sergiy Makogon

Sergiy Makogon is a Non-resident Senior Fellow with the Democratic Resilience Program at the Center for European Policy Analysis (CEPA).

Mr. Makogon is a seasoned executive and energy expert with over 20 years of expertise in the Ukrainian and Central and Eastern European (CEE) gas markets, as well as European security.  From May 2019 to Oct 2022 he served as CEO of the Gas Transmission System Operator of Ukraine. Known for his strategic vision and transformative leadership, he has led significant initiatives in energy market restructuring and operational excellence. 

Mr. Makogon holds an MBA from California State Polytechnic University and a Master’s in Applied Mathematics from the National Technical University of Ukraine. He has continued his professional growth with certifications in renewable energy, energy policy, and corporate governance from institutions including MIT, INSEAD, and the Ukrainian Corporate Governance Academy
